How about this for a solution....print up some business cards that have the words "get a job" on it and hand them out. I'd say for the entire city an investment of $10K for the cards would go a long way to get the bums to work. If they refuse to get a job, they starve.
There are fixes to this problem that does not require the middle class to become paupers for the benefit of bums.
