Well, to be fair, they can still manufacture the mail-in votes... just not on such a mass scale. But moreso, they have to accurately determine "how many" they will need ahead of time since there is a cut-off date re-instated. They can no longer backload the system after election day. That was simple. We are 5 million short, haul those loads in. Can't do that anymore.
