I imagine someone thought about it since they tried it in 2019 I believe, but who knows. I figured I'd at least try to help out a "sister service" in a time of need (I was USAF).

Under 14 U.S.C. § 103(b):
“Upon the declaration of war if Congress so directs in the declaration or when the President directs, the Coast Guard shall operate as a service in the Navy, and shall so continue until the President, by Executive order, transfers the Coast Guard back to the Department of Homeland Security. While operating as a service in the Navy, the Coast Guard shall be subject to the orders of the Secretary of the Navy…”
The statute allows the transfer “when the President directs,” so it can be used in a declared war, an undeclared conflict, or even a national emergency if the President deems it necessary for naval operations (e.g., to integrate Coast Guard cutters, aircraft, and personnel into Navy fleet operations in the Persian Gulf or Strait of Hormuz). The Coast Guard’s law-enforcement and maritime-interdiction capabilities would then operate under full Navy command.
It's actually annoying. I get it - for years they were under Treasury, then Transportation. Even now they are under DHS. Probably half of CONgress thinks they aren't military.
