And different groups' estimates vary widely. Just one example is the Federation for American Immigration Reform, which has estimates closer to 19 million, about 40% higher. There are many reasons to be skeptical.
Among other things, this source uses census data as its primary source, and illegals are known to avoid participating in the census.
Every source that uses consistent counting methods over time (as this one does) will have some value. But all use proxy data to create estimates; none even pretend otherwise. They all deserve to be second-guessed.
I've studied this subject from other angles before, and these numbers conflict with evidence I've seen. I think you'll find more accurate proxy data by studying remittance flows as reported by foreign central banks, but that's my bias. If you have evidence, feel free to bring it
