Offer complete immunity to anyone hitting any/all cyclists riding in these groups. It wouldn't take long for these idiots to be discouraged from doing this.
The article does not say why the cyclists were trying to take over the bridge.
They use the newspeak word ‘Youths’ to describe the bikers. Which denotes the likely ethnic composition of the people arrested and given past track records of the usage of that word. In relation to taking over random pieces of public infrastructure.
It was likely both an attempt at causing chaos and providing entertainment. Solely for its sake. Much like the Street Takeovers are.

Bicycles on freeways are against the law. They should all be ticketed and their bicycles, crushed and melted into little blocks of metal that they can come and retrieve from the police department for $50 each.
Orrr…snowplows to clear the pavement….simple…effective…inexpensive.
I don’t think anyone in So. Ca. has a snowplow! Lived there 40 yrs and it hailed one day in the 60’s for 5 minutes and it made the news for a month!
