That he did in a speech. But from what I understand, Ike gave some kind of briefing to Kennedy about the MIC and the intelligence apparatus.

I'm awful sure that he knew better at the time that he said it.
He knew how deceitful the enemy was, especially Japan, who was willing to compromise, but at the same time, planning to bomb Pearl Harbor.
