While Congress holds the strings on the purse, it was my understanding that private funds were paying for it and seeing that POTUS has the ability to do so at his discretion...won't last as usual but they will try it appears.
Right. CONgress does have the power of the purse - the Fed purse. Since they didn't have to allocate any money for this, it ain't their purse.
I think (besides being butthurt) the real play here is the DS wants to know what is being built underground.
