Yes he will. He is not currently a Cabinet Secretary (a principal officer).

Flynn won't - he isn't a lawyer. Although being a lawyer is not required to be the US AG, to date every single one of them have been. That alone would keep him from getting a Senate Confirmation in the current political climate.
