What I don't understand is he was arrested and charges dropped. So was he illegally arrested? Can he sue the police/city even if it's harassment, a police profile, legal expenses, violation of 1st amendment etc?
If any of this was real, and if he was arrested then a prosecutor or DA would have to be the one to drop the charges - not the police (they can't). The police make the arrest, do the investigations and reports, and pass everything to the DA's office. Once that happens it is a prosecutor or a DA that makes the decision to charge and go forward, or to drop the charges (or to not go forward with a case).

If true, he absolutely can, and should, file a lawsuit against the officers and the department.
