The globalists would love energy lockdowns, but the oil price isn't that high and most countries are well supplied with energy with the exception of Europe and the UK. If energy lockdowns are implemented here, it'll further reduce competitiveness for Europe and the UK and make this are less relevant. Since this is the globalists last real stronghold, collapsing it would be shooting themselves in the foot.
They are outplayed by the white hats, and outclassed.
