It reminds me of a post from 3 years ago when Trump came out of the Miami courthouse (vessel (lit) in drydock) claiming: the seal has been broken.

To me that signals what was usually the case with reconstitution:

1. during Hanse League: a merchants book might be broken: incapable of doing business.
2. Later periods, like in 1581: specifically the previous seal used by the "Dutch " government no longer was valid, but replaced by a new one.

And coincidentally, Trump owns the original seal of the US.

That would then be: back to basics ..
