That the DNC had originally planned to run him as a useful seat holder similar to the way they ran Joe Biden/Bidan(*) during the early phase of the 2024 presidential race. But Swalwell has become a liability in the current California race. So the DNC machine has decided to cut him loose.
Also, they're probably in damage control in another way. Trying to limit an investigation into his connections to other high ranking democrat politicians.
