The compact would effectively null and void votes cast in Virginia itself and only give its electoral college votes to the nationwide popular vote winner.

Given that the electoral college is spelled out clearly in the Constitution, this law is blatantly ... unconstitutional.

Yes, each state gets to conduct their own elections, but the states work under constitutional limitations. Outsourcing the representation of voters to any source outside the state is unfair to all other states.
