What is the "Strait of Iran" exactly?

A new designation for the Strait of Hormuz? Or something else? Clarification required.

What changed - EXACTLY?

Because yesterday, ALL ships were already free to travel THROUGH the Strait of Hormuz, unimpeded - they just can't go to/from any port in Iran.

So... what EXACTLY are we "celebrating" here???
