From 60% enriched to 90% takes a breeder reactor weeks to accomplish. Not to mention the ridiculous amount of energy/power to operate the reactor. I don't want to say bunker bust them because a blown up reactor is unthinkable. So bridges and power plants is a really good idea.
Blowing up a breeder reactor or several reactors with highly enriched (60% or more) U235 is Chernobyl on steroids for whomever is downwind...for a couple of billion years. So yeah pretty much unthinkable.
