Once passed by the legislature the public must have at least 90 days to consider the matter before voting. (They didn't)
In order to amend the state constitution, the assembly must vote for the amendment. That assembly must then pass out of its term and a general election have been held. Then a new assembly must convene and the new assembly must vote on, and approve the amendment exactly as it was approved by the previous assembly. Only then may the amendment be submitted to the voters as a referendum. (Did not happen)
