The order was supposedly taken out by a former Project Veritas board member that was involved in ousting O'Keefe.
Who put the prohibition on and why?
Someone took out a restraining order. One of the policies in Florida Law as part of restraining orders is the person that is the subject of the order has a prohibition on the possession of firearms.
As to The Who. Well he’s made no shortage of enemies and has an extensive list of folks him and or his journalists have embarrassed or feuded with. Though in this case it’s an ex-project veritas board member he’s been having long-running issues with. Matthew Tyrmand

She’s the one revoked the prohibition and restored his 2A rights according to James.
A different judge is apparently the one who granted the restraining order as best I can tell. Though that part isn’t entirely clear. It also seems like a prohibition on firearms ownership is just a general rule when it comes to restraining orders under Florida Law. So it seems like it may have also just been bureaucratic adherence to policy. Rather than something the courts imposed specifically on James.
