He certainly wasn't the only one responsible, but sure. That said, media celebrity also means propagandist, which he was par excellence. And he wasn't on the side of the American people, despite his Disney creds.

Don't make a cartoon character of him either. If he was "not on the side of the American people [?] he was certainly on the side of the American Space program. He made it happen, probably more than any other single person.
