I’m not disputing that at all but we had mostly safe cities in places laws were actually enforced a few decades ago. They tell us the only possible option is a total free for all of unvetted criminals, or if you don’t want that you must embrace total racial segregation. I don’t accept that binary.
Its usually much safer than most diverse ethnic cities. Poland is a perfect example
