Why not just put up prison walls around Washington DC... and then let out the few innocent ones. It would be easier.

Move DC to the Iranian side of the Strait of Hormuz. They can the negotiate more directly with the US Navy and executive branch. Since they are the ones pulling the IRG puppet strings anyways.
