Hahahahahaha. I've never heard of a newspaper being called a fish wrapper. Because it's the Seattle Times, I assume you're referring to it as a fish wrapper because of the Pike Place Fish Market?
Btw, I've lived out there in that area twice in my life now, once in the late 90's when I was stationed out there for 2 yrs, and then another 2 yr stint from '07-'09. The difference in the way things were between the two were striking. I can't imagine what it's like living out there now, other than what my oldest son tells me about. He hates it out there and I slooling to come back to Florida soon.

Prior to the 1980’s fish used to be wrapped in newspaper, it had nothing to do with Pikes. It predates the world wars, as newspaper provided a cheap, abundant, and insulating material for working-class meals.
