Trump is doing everything he can to empower patriots to take back this country, but he has to fight the RINO’s as well as the Democrats. Hope they do more before his term ends

It sounds like the DOJ is going to push it in blue states. Each state has a different redistricting set of deciders. Legislatures, or Legislatures and governors, etc.
