Step 2: if no qualified Americans can be found, increase salary for position for Americans

Step 3: if no qualified Americans can be found again, increase salary again for Americans

Step 4: if no qualified Americans can be found again, increase salary again for Americans

….

Step 999: if no qualified Americans can be found again, increase salary again for Americans

Step 1000: if you have not found an American willing to do what is necessary to become qualified for this job, society has probably collapsed, the world might have long died after nuclear holocaust caused by the international cliques / enclave groups, people probably don’t exist, and if they do, yeah sure, put out a Craigslist and see if anyone from India wants to come on over
