Also remember that Congress can pass laws for the States of the Union and the federal territories, but they have no obligation to make it clear for which they are legislating.

When Hawaii changed from a territory to a state, they had to rewrite federal laws. One section talks about the purchase of typewriters in the States of the Union.

Notice, STATES OF THE UNION, not 'states' or 'the several states' like the Internal Revenue Code and most federal laws use.
