Heck, my local school district has a tough time keeping good teachers, it's not because of the pay, either. Brand new school, decent administration, yet it's so far from anything, nobody wants to live in the area.

Not much can be done to force them to stop their mindset, except wait for the deed to happen and then clean up the mess. This is what is happening in this case. The teacher made a poor choice and the testosterone fuelled kid just did what would come naturally, he said "yes".
Now what should happen to the teacher? A jail sentence for certain. Five to ten years. But if this had been a male teacher doing bad things to a five year old female student, the prison time might not be enough. Possible neck stretching would force him to never do it again.
