The city itself had its own sovereign laws thanks to a charter in the 11th century.

Taking this under control and expanding its special status is a different thing. So, the title is somewhat misleading.

Why not use this as a template? I may start my own sovereign state. Beholden to no one for anything. Sounds legit..
