Japan was displaced from Taiwan by 1945, to which the Nationalist forces retreated, beyond the reach of the Communist government. It was never originally under Communist control.
China hasn't been under communist control for most of its history. That doesn't mean Taiwan doesn't belong to them. That would be like saying we don't own Alaska because it became a state when the Democrats were in control and now the Republicans are.

Japanese sovereignty was brought to an end in 1945, by which time only the Nationalist forces were in charge of that part of China.
