He is directly in his employ, President Trump, as head of the executive branch, writes his checks. Just because he was elected doesn't mean he's free to do whatever he wants. He has a responsibility to the voters who put him there. The same voters who overwhelming elected President Trump. If he disobeys President Trump, he is going against the will of his constituents.
