They can get the cell phone data and arrest all of them with a cell phone,after checking cameras and such.
And/or arrest the parents. Which i think would be a huge win. More then arresting these little shits. They do this cause they dont care, so being arrested is street credit. I say arrest the parents and take it from there. See where that leads us.

Lets be honest, so long as you remove government hand outs and tell adults they have to pay for their own kids, you dont need to sterilize them, they will stop birthing raises at an alarmingly fast speed.
