My understanding is someone in the IRS leaked Trump's tax documents which is a $1,000 fine and he pleaded guilty and went to prison, but Trump said no it's not just the leaker it's the readers, so, multiply that by millions and you end up with 10 billion. Sounds like a perfect art of the deal play. They called that interpretation a stretch, but it gave Trump leverage to demand close to 2 billion for the fund and they took it in a heartbeat.
