There's no peace treaty to sign when you don't actually lose the war. The Nazis had already successfully infiltratedmost of Europe's various State Govts alongside the U.S. They didn't really have to worry about infiltrating Communo-Socialist Russia because they already were Socialists and previous allies. The only reason why Stalin decided to ally with the US/UK is out of mere survival.
