He's not saying the vaccines or the policies have been effective, he's saying the unelected agencies have been effective in their CONTROL over vaccines and vaccine policies...another way to say it would be, "in effect, agencies such as the CDC..."
absolutely agree with your take on what Dr Malone is saying...I trust him way more than the medical community at large...he was almost stripped of his ability to practice medicine, just from his early-on stand about ivermectin, etc...
