Yeah, the whole project has morphed from a ballroom to a golden dome military installation with a drone base on the roof, and at least 6 stories underground... with a ballroom sandwiched in on the ground floor between all of those other layers.
It does make sense that a core hub of the executive central operations would be AT the president’s residence.
