under Democrat presidents (& residents) many small businesses, perhaps a few million, get employees “passed” through e-verify system by not challenging failed attempts where new employees simply give different “SSNs” to run through e-verify until they get accepted.
Small businesses really do not& have not challenged because under Dems, businesses get threatened for discrimination if & when do they challenge.
