INTERESTING "theory"...on the other hand, CA HAS GOTTEN AWAY WITH THIS FOR THE PAST 2 DECADES... and since the US Constitution says ONLY STATES CAN CONTROL ELECTIONS & CERTIFY.

.. I am holding my breath on this one....GOD HELP US if THE FIX IS IN and the DEMS once again jimmy the ballot numbers to MAKE 2 DEMS as the TOP 2 for the November General election!!!

States must conduct and certify. But the Constitution also requires each state to have a republican (small r) government, and guarantees that right to every citizen of every state. If the vote is rigged and does not represent the people, the state is violating individual rights within the state, and the rights of other states. The federal government has the obligation to correct the situation.
