Requires DHS to create a list of US CITIZENS with the help of the Social Security Administration..
Require that the Postal Service only sends mail-in ballots to approved voters..
Require unique bar code tracking in secure envelopes..
The USPS is NOT going to check whether voters on the list are citizens or not. Why do people keep posting this without reading the proposal? I think the only checking they’ll do, possibly cross referencing the DHS list is on returning voted ballots. And since there will probably still be drop boxes, that step may not make much difference.
True, however the proposal states that they are not going to check the eligibility of the voters on the list. That is still the state's job. The one possible plus, imo, is that the fedgov can get a copy of the voter list from the USPS even though some states won't give them to them directly. They have smart machines that do routing. All you do is put in a block for a certain pattern and it routes any and all of the ballots to a dead letter office.
Trump's USPS appointment in his first term, the guy that caught a bunch of flak, retired a shitload of decades old machines and put in new state of the art ones, so they can do things like scan uv barcodes and such, and do advanced routing
It would be trivial for them to put in an instruction that is geofenced by zipcodes (meaning the branches' machines will know which states are to be 'blocked') and any ballots that hit those machines en route to those zip codes will be sorted out.
It's really that simple. No human intervention is required. No USPS employee is going to be blocking entire boxes of ballots. The ballots will go into the mail system and then be autorouted to dead letter office.
Look what they did in LA. They just use choppers to fly in dumps of ballots to the processing centers. They will find a way around the post office. By any means necessary.

The new USPS process won’t apply to primaries. Only general or special elections.

States don't deliver their copies of the all ready known voter rolls , then no ballot mail delivery for that state. Only ONE CHECK TO MAKE.
