Not surprising. The Iranian regime is a failed state. No one is really in charge. Is this part of the groundwork Trump is preparing here - to declare the Islamic Republic a failed state?
There is no way the regime can broadcast even the slightest hint of surrender to the Americans. Their regime supporters would turn against them and that would be their end even though this group is less than 5% of the population, they are more radical than the regime. The regime made the mistake of arming them against regular Iranian citizens. Oops.
