Was this small infraction the only way to get him charged for something?
It seems trivial compared to all the other terrible things he did.

Comey is party to one or more of the huge RICO cases being developed. It is very possible Comey has flipped/will flip, which means that, in order to get a "deal" for lesser charges(s) and/or a more lenient sentence, he'll rat out his "associates".
