I always assumed it was CIA (or parts of it) that really controlled NK. Once Trump had the meeting with Kim Jong Un back in 2017 or 18, the NK leader seemed very relieved (judging by his posture and facial expression), so I assumed Trump cut the threads to CIA and they no longer controlled KJU. Also we saw the murial on the back wall changing from an ocean in uproar to a nice sunset/rise.
