The way I see crime is simple. Safety and enforcement of property rights is the basic points of paying taxes.
We pay for security services.
So when the security services does a poor job. They have to take the blame first.
Because it’s transactional.
We collectively give them money. In exchange they are supposed to remove the bad apples.
And the resultant crime and other soceital ills are their fault. Not the people's. Like you said. Bad apples.
Agreed.
If we didn't pay taxes for a service. The blame could be shifted elsewhere.
But when the collective gives them trillions in taxes. Then the relationship becomes very transactional.
The expectations of safe streets is on the government who we pay to make that happen.
