Depends on what they were. I have read they were peptides. We have lots of peptides in our own metabolism. Sometimes chemicals are corrosive to things but not to people (acetic acid or citric acid, for example). And sometimes the reverse (ammonia, quicklime). Still not a prudent idea, and definitely a defacement. Vandalism.
I suppose there will be more details. I had read another account that said "fertilizer" had been put in the pond, presumably to promote the growth of algae. Just despicable vandalism. I rate that very low on the scale of human behavior, along with burglary and other crimes of property.
