The most important "Housing Act" possible is the COMPLETE ELIMINATION of "regulations" that keep us from building our own houses.
For the entirety of human existence prior to the early 20th century, people built houses out of sand, clay (dirt), straw (or twigs or vines or similar fiber as rebar), stone, and, if they were fancy, lime (which you can make yourself or buy super cheap using the lime cycle). If they were really fancy, they had a chisel and/or a crane (made of wood), and/or a stone mason or two to make the stone incredibly pretty.
Those houses last centuries (or even millennia) without (or with minimal) maintenance. They cost pennies (between free to reasonably cheap), increase your health rather than make us sick (as our current houses do), require no one air conditioning, and cheap or no heating, etc. They were a SUBSTANTIALLY SUPERIOR PRODUCT! by every single measure.
They certainly didn't need "vapor barriers" (which are a complete scam), or "attic insulation" (which is 99% a scam in the way we use it), or "Radon mitigation systems" (which is a complete scam), etc., etc., etc., etc., etc. The whole THING Is a complete scam.
Don't even get me started on "stick frames" (the way we construct them).
We don't need all the (literal) "trappings of modern construction." What we need is to remember how to build things before the "government" told us we had to do it their way for your protection...
