There are three earthquake fault lines that run through Venezuela.
Venezuela's three major active fault systems are: the Boconó Fault, the El Pilar Fault, and the San Sebastián Fault. They are all part of the Boconó-Morón-El Pilar Fault System, which spans about 800 miles along northern Venezuela.
The Boconó Fault that produced these earthquakes (M7.1 & M7.5) was also responsible for the devastating 1812 Caracas earthquake (M7.5) that affected the same areas of Caracas and Western Venezuela.
This is a NATURAL OCCURRENCE. Incidentally, it was also a slip/strike fault with plates moving horizontally past each other... not unlike the San Andreas Fault in the U.S., which is also predicted to produce a similar size earthquake in the near future.
The Caribbean Plate moves relative to the South American Plate by about 3/4 inch per year. The slip rate of the Boconó fault is about 1/4 inch per year.
Scientists have calculated that the Caribbean-South American plate boundary was locked and capable of producing powerful earthquakes with a high strain and potential for a magnitude 8 earthquake.
If you think about it, 214 years have elapsed since the last major earthquake on that fault. 214 years X 1/4 inch per year is roughly 50 inches of movement locked and ready to slide.

Earthquakes are tremendously-powerful natural phenomena. There is no man-made technique of causing them. (To do so would probably qualify as a Crime Against Humanity.) We blew up nuclear weapons underground for years during the 50s and 60s and no earthquakes happened. Meanwhile, since before them, we have had the occasional serious earthquake (or volcanic eruption).
