I think it should be pretty easy. Ship A tells the US Navy it wants to transit. The US Navy sets a time, and while the ship is transiting, all US offensive forces are monitoring the Iranian coast for the IRGC to attack. When they do, the full force and power of the US descends on the Iranian launch point, and defensive weapons protect the transiting vessel. Absolutely no ships that docked in Iran are allowed to transit for 1 week if such an IRGC attack occurs. If a ship tries, its cargo is seized and sold off to pay for the strike. That vessel is then escorted from the gulf and not allowed to enter for 6 months.
