He promoted the vaccine as part of Operation Warp Speed in order to prevent a greater genocide that would have occurred from indefinite lockdown.
Every single American had free will during COVID to do as they please.
Some gave into peer pressure, work pressure, or local state pressure and gave up that free will.
Others stood their ground and withstood the torrent of propaganda and ridicule that followed and as a result kept their health and sovereignty.
Never forget what the real plandemic plan was. They never planned for a lock down of 2 weeks, or even 2 years. They wanted indefinite lockdowns that would have completely annihilated the middle class and permanently put every American citizen in 15 minute city "Covid Camps".

Try not taking the expression literally, and so what line of reasoning you can come up with. It's worth exploring.
The dilemma is essentially reflective of the larger one that a lot of people get stuck on or which they circumvent: If God is a Father of love, how can he let suffering exist? Isn't he responsible for all the suffering, then?
Unable to resolve this question effectively, some people go atheist. "The whole concept in the Bible doesn't make sense". Still others arrive at a superficial explanation: "It's God's will, and we cannot understand it" or "It's just 'free will'". etc.
But in the modern world, with highly developed abilities to think and reason logically, people in the current era require a better, deeper, and more satisfying explanation. imo.
