Our ancestors knew how to handle it
When the judiciary system has a bias for the perpetrators and against the victim this is the outcome
"Our ancestors" had nothing to do with most crime control. Their owners kept them in constant fear of random hanging , jailing , slavery or banishment to some distant penal colony which kept most in line. Granted an occasional vigilante group would remove the true criminals the rulers wouldn't.
Why do you think America guaranteed a jury of your peers ?
Why did the Church switch from eliminating their enemies to opposing hanging ?
