I’m seeing the gold as the white and blue, where they used the two outer gold stripes as stripe+border

It’d be odd if it was intended as 5 alternate gold stripes, but could be.

The 6 colored stripes + 11 stars still check out either way. Sorry, I’m just being pedantic. 😁

7 gold stripes + 10 swirly things in the background also = 17 though.
