President Trump should declare that all birthing centers anywhere in the U.S. are hereby declared as International Territory, like a foreign trade zone. It's not part of the U.S..
Any U.S. citizens that give birth, regardless of whether it's on U.S. territory or international territory... the baby is automatically a U.S. citizen at birth.
Any FOREIGNERS that give birth in international territory... and then bring the baby through the hospital birthing center doors into the U.S. portion of the hospital... it's NOT a U.S. citizen. You didn't give birth in the U.S., so the child is whatever nationality the parents were at the time. :>)
Better yet -- the ground underneath the feet of 'any pregnant woman who is not a US citizen' is declared an embassy of their home country. This occurs in real time, independent of them being in a 'birthing center'.
