It's not done in Congress, a new amendment has to pass 2/3's of states. It's takes a long time to get an amendment passed.
The first step is a 2/3 vote in congress.
Then ratification.

Somehow they passed the 16'th amendment on income tax in 1913, making slaves of us all.
Yet somehow they easily passed an amendment to allow American citizens to be taxed directly by the federal government. That boggles my mind.
