It's not done in Congress, a new amendment has to pass 2/3's of states. It's takes a long time to get an amendment passed.
The first step is a 2/3 vote in congress.
Then ratification.

2/3rds of congress can propose a specific amendment, 3/4s of states can ratify the specific amendment or bypass congress and send delegates to make changes independently of legislators.
Need 310 votes in House. 66 votes in the Senate and then 39 states.
